J&K Govt notifies 18 services with 21-day timeline for building permission NOCs

The Jammu and Kashmir Government has notified 18 services relating to No Objection Certificates (NOCs) required for building permissions from various departments, prescribing a stipulated timeframe of 21 days for disposal of each service.

The notification, S.O. 256, was issued by the General Administration Department (GAD) on October 8, 2026, under Section 4 and Section 8 of the Jammu and Kashmir Public Services Guarantee Act, 2011, read with Rule 17(2) of the Jammu and Kashmir Public Services Guarantee Rules, 2011.

The notification specifies the Designated Officers, First Appellate Authorities and Second Appellate Authorities for each of the notified services, thereby putting in place a defined mechanism for timely disposal of applications. 

Among the notified services, the Revenue Department has been assigned NOCs for building permission concerning land-title verification, including land falling under Sainik Cooperative Society, with a stipulated period of 21 days. Similar 21-day timelines have been prescribed for NOCs from the Nazool Department regarding Nazool land verification and from the Custodian Department concerning Custodian land.

The Forest Department has also been included for NOCs relating to verification of land for building permission. The designated officer is the concerned Divisional Forest Officer, while the concerned Conservator of Forests and Chief Conservator of Forests have been specified as appellate authorities.

Likewise, NOCs from the Wildlife Department for building permission have been brought under the notified service framework. The concerned Regional Wildlife Warden has been designated as the officer responsible for the service, with the concerned Wildlife Warden and Chief Wildlife Warden identified at the subsequent appellate levels.

The notification further covers NOCs from the Department of Ecology, Environment and Remote Sensing, with the concerned Regional Director, Ecology, Environment and Remote Sensing as the Designated Officer. The concerned Secretary and the Member Secretary of the Pollution Control Board have also been assigned appellate responsibilities in the notified services.

For NOCs from the Pollution Control Board, the concerned District Officer of the PCB has been designated, while the Regional Director PCB and Member Secretary PCB have been named as the First and Second Appellate Authorities respectively.

The Cooperative Department has also been brought within the framework. NOCs for building permission from J&K State Cooperative Housing Building Society have been assigned to the Administrator, J&K SCHBS, with the concerned Deputy Registrar and Additional Registrar as appellate authorities. Another notified service relates to NOCs from the J&K Cooperative Department, with the Managing Director/Registrar and Additional Registrar specified in the notification.

The notification also covers the Department of Relief, Rehabilitation and Reconstruction, where the concerned Provincial Rehabilitation Officer has been designated for issuing NOCs for building permission, with the Assistant Commissioner Relief and Deputy Commissioner Relief assigned appellate responsibilities.

Under the Jal Shakti Department, two separate services have been notified. These include NOCs from the Irrigation and Flood Control wing and NOCs relating to water pipelines from the Public Health Engineering wing. In both cases, a 21-day timeframe has been prescribed, with Executive Engineers and Superintending Engineers concerned designated at different levels.

The Power Development Department has similarly been included for NOCs concerning power cables and related matters. The concerned Executive Engineer, Electrical PDD, has been designated as the officer, with the Superintending Engineer and Chief Engineer, Electrical PDD, occupying the appellate positions.

The Culture Department will provide NOCs concerning heritage buildings and monuments. The concerned Special Director, Archives, Archaeology and Museums, has been designated for the service, while the Administrative Secretary, Culture Department, has been specified as the First and Second Appellate Authority at the prescribed levels.

The Public Works (R&B) Department has also been assigned a 21-day timeframe for NOCs concerning building permissions. The concerned Executive Engineer has been designated, followed by the concerned Superintending Engineer and Chief Engineer, Public Works (R&B), as appellate authorities.

Three services have been notified under the Housing and Urban Development Department (H&UDD). These include NOCs from the Town Planning Organisation, the Srinagar Development Authority (SDA) and the Katra Development Authority (KDA).

For the Town Planning Organisation, the concerned Assistant/Senior Town Planner has been designated, with the Chief Town Planner as the First Appellate Authority and Administrative Secretary, H&UDD, as the Second Appellate Authority.

In the case of the Srinagar Development Authority, the Secretary, SDA, has been designated as the officer, while the Vice Chairman, SDA, and Administrative Secretary, H&UDD, have been specified as appellate authorities.

For the Katra Development Authority, the Naib Tehsildar has been designated for the NOC service, with the Chief Executive Officer, KDA, as the First Appellate Authority and Administrative Secretary, H&UDD, as the Second Appellate Authority.

The notification has been issued by M. Raju, IAS, Commissioner/Secretary to the Government, General Administration Department. It has been circulated to all Financial Commissioners/Additional Chief Secretaries, Principal Secretaries, Commissioners/Secretaries, Deputy Commissioners, Heads of Departments and other concerned authorities.

The order has also been forwarded to the Director General of Police, J&K; Principal Secretary to the Lieutenant Governor; Chief Electoral Officer; Joint Secretary (J&K), Ministry of Home Affairs; Divisional Commissioners Jammu and Kashmir; Director, Information; Managing Directors; J&K Public Service Commission; J&K Service Selection Board and other concerned offices.

The move effectively brings a large number of NOCs required for building permissions under a time-bound public service delivery mechanism, with applicants also provided a designated appellate hierarchy in case the prescribed services are not delivered within the stipulated period.
