JAMMU :In a major bureaucratic reshuffle, the Jammu and Kashmir Government today ordered transfers and postings of 49 IAS and JKAS officers with immediate effect.
The orders were issued by the General Administration Department (GAD) vide Government Order No. 1612-JK(GAD) of 2026 dated October 7, 2026, in the interest of administration.
At the senior-most level, Sh. Shaleen Kabra, IAS (AGMUT: 1992), Financial Commissioner (Additional Chief Secretary), Jal Shakti Department, who is also holding additional charge of Financial Commissioner, Revenue, J&K and Administrative Secretary, Estates Department, has been assigned the additional charge of Administrative Secretary, Revenue Department, relieving Sh. Kumar Rajeev Ranjan, IAS of the additional charge.
Dr. Ashish Chandra Verma, IAS (AGMUT: 1994), Financial Commissioner (Additional Chief Secretary), Tourism Department, has been transferred and posted as Financial Commissioner (Additional Chief Secretary), Agriculture Production Department.
Sh. M. Raju, IAS (AGMUT: 2005), Commissioner/Secretary to the Government, GAD, has been divested of the additional charge of Health and Medical Education Department. He has been assigned additional charge of Administrative Secretary, Hospitality & Protocol Department and Department of Disaster Management, Relief, Rehabilitation & Reconstruction, relieving Sh. Chandraker Bharti, IAS of the latter charge.
Ms. R Alice Vaz, IAS (AGMUT: 2005), Commissioner/Secretary, Planning, Development & Monitoring Department, has been transferred and posted as Commissioner/Secretary, Transport Department. She will also hold additional charge of Administrative Secretary, Civil Aviation Department and Commissioner, Civil Aviation, while continuing to hold Information Department.
Sh. Saugat Biswas, IAS (AGMUT: 2006), awaiting orders of posting in GAD, has been posted as Commissioner/Secretary, Health & Medical Education Department, relieving M. Raju of the additional charge.
Sh. Sarmad Hafeez, IAS (AGMUT: 2009), Commissioner/Secretary, Social Welfare Department, has been transferred and posted as Commissioner/Secretary, Youth Services and Sports Department.
Sh. Ramesh Kumar, IAS (AGMUT: 2011), Divisional Commissioner, Jammu, has been transferred and posted as Secretary, Department of Rural Development and Panchayati Raj. He will also hold additional charge of Administrative Secretary, Culture Department and continue as Resident Commissioner, J&K Government, New Delhi.

The comprehensive reshuffle affects key administrative departments as well as several important field-level positions, including Divisional Commissioner Jammu, Deputy Commissioners of Jammu, Rajouri, Kupwara, Samba, Budgam, Ganderbal, Udhampur, Pulwama and Shopian, besides senior positions in health, tourism, revenue, information, rural development, social welfare, transport and other sectors.
