JAMMU :Senior IAS officer Dr Sajjan Singh Yadav, currently serving as Chief Executive Officer (CEO) of Delhi Jal Board, is set to take charge as the new Chief Secretary of Jammu and Kashmir Union Territory.
A 1995-batch IAS officer of the AGMUT cadre, Dr Yadav will assume charge as Chief Secretary of Jammu & Kashmir from November 1, 2026, or from his date of joining, whichever is later.
He will succeed incumbent Chief Secretary Atal Dulloo, who is retiring on October 31, 2026.
*Nearly Three Decades of Administrative Experience:*
Dr Sajjan Singh Yadav brings with him nearly three decades of rich administrative experience across public administration, finance, water management and infrastructure development.
His career includes field assignments in Mizoram, advisory responsibilities in Daman and Diu and Dadra and Nagar Haveli, and senior positions in the Union Finance Ministry.
*Key Responsibilities in Delhi:*
He has been holding charge as CEO of the Delhi Jal Board, alongside additional responsibilities as Additional Chief Secretary (Industries) and Chairperson of Delhi State Industrial and Infrastructure Development Corporation (DSIIDC).
These roles involve critical sectors like water supply, sewerage management, industrial development and infrastructure planning for the national capital.
*An Administrator and Author:*
Born on January 5, 1969, Dr Yadav is highly qualified. He has studied at prestigious institutions including Harvard University, the Hubert H. Humphrey School of Public Affairs and the University of Delhi.
He is also an author of repute and has authored two books:
1. India's Vaccine Growth Story: From Cowpox to Vaccine
2. Scaling Mount UPSC: 7 IAS Officers' Journeys
In March 2026, he was elevated to Special Secretary in the Department of Expenditure, Government of India, before returning to his AGMUT cadre.
*New Role in J&K:*
As Chief Secretary of Jammu and Kashmir, Dr Yadav will be the top bureaucrat of the UT administration. He will coordinate the entire administration and work closely with the elected government led by Chief Minister Omar Abdullah on key development priorities and governance reforms.
