JAMMU :The Jammu and Kashmir Government, Finance Department (Budget Division) has released the schedule for discussion on Budget proposals for Revised Estimates 2026-27 and Budget Estimates 2027-28.
As per *Budget Urgent / Time Bound* circular issued vide No. *FD-BDGT0GEN/23/2021-03-FD-(49992) dated 31-10-2026* by Accounts Officer (Budget) Aaqib J Mufti (JKAS), the budget discussions will commence *w.e.f. 16-11-2026*.
The discussions will be held under both *Revenue and Capital Components, including CSS/PMDP/Loan Component.*
*Directions to Administrative Departments:*
1. Administrative Departments are advised to furnish *Action Taken Reports (ATRs)* on Budget Announcements, if any, along with complete details of Establishment Budget and FRBM to the Finance Department well in advance of the scheduled date of discussion.
2. Departments shall also furnish *PowerPoint Presentations (PPTs), in both soft and hard copies*, covering:
- Staffing (sanctioned strength, in-position strength, contractual staff etc.)
- Scheme-wise trends in Revenue and Capital Expenditure
- Revenue Receipts during last five years and scope for enhancement
- Details of major projects/initiatives
- Total liabilities of ongoing projects
- Key Features of the Budget for ensuing year indicating outputs/outcomes and targets
- Alignment of Budget proposals with Sustainable Development Goals (SDGs).
3. Departments shall ensure participation of only those officers who are considered absolutely necessary. The Kashmir/Jammu-based Heads of Departments and Deputy Commissioners shall participate through *Video Conferencing.*
