JAMMU :In a major administrative reshuffle, the Government of Jammu and Kashmir today assigned the charge of Chief Secretary, J&K to senior IAS officer Shailendra Kumar and ordered transfers of 6 senior IAS officers.
As per *two separate Government Orders issued by General Administration Department (GAD) today dated 01.11.2026*, the following changes have been made:
*ORDER 1: Chief Secretary Charge - GO No. 1725-JK(GAD) of 2026 Dated 01.11.2026*
> In the interest of administration, it is hereby ordered that *Sh. Shailendra Kumar, IAS (AGMUT:1995), Financial Commissioner (Additional Chief Secretary), Finance Department holding additional charge of Administrative Secretary, Agriculture Production Department, shall look after the charge of post of Chief Secretary, Jammu & Kashmir, till Dr. Sajjan Singh Yadav, IAS (AGMUT:1995) joins the UT of Jammu & Kashmir.*
The order has been issued by Commissioner/Secretary to the Government M. Raju, IAS by order of the Lieutenant Governor.
This means Shailendra Kumar will be *Acting Chief Secretary of J&K* till new regular Chief Secretary Dr. Sajjan Singh Yadav joins.
*ORDER 2: Transfer of 6 IAS Officers - GO No. 1724-JK(GAD) of 2026 Dated 01.11.2026*
In the interest of administration, following transfers and postings are ordered with immediate effect:
*1. Sh. Shaleen Kabra, IAS (AGMUT:1992), Financial Commissioner (ACS), Jal Shakti Department* holding additional charge of Financial Commissioner, Revenue, J&K, Administrative Secretary, Estates Department and Administrative Secretary, Revenue Department, *is transferred and posted as Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development (IMPARD).*
*2. Sh. Chandraker Bharti, IAS (AGMUT:1996), Financial Commissioner (ACS), Home Department,* shall also hold the charge of the post of *Financial Commissioner, Revenue, J&K*, in addition to his own duties, till further orders.
*3. Sh. M. Raju, IAS (AGMUT:2005), Commissioner/Secretary to the Government, General Administration Department,* holding additional charge of Administrative Secretary, Hospitality & Protocol Department and Administrative Secretary, Department of Disaster Management, Relief, Rehabilitation and Reconstruction, *shall also hold the charge of the post of Administrative Secretary, Estates Department,* in addition to his own duties, till further orders.
*4. Sh. Saugat Biswas, IAS (AGMUT:2006), Commissioner/Secretary to the Government, Health & Medical Education Department,* shall also hold the charge of the post of *Administrative Secretary, Jal Shakti Department,* in addition to his own duties, till further orders.
*5. Ms. Rehana Batul, IAS (AGMUT:2010), Director General, Jammu & Kashmir Institute of Management, Public Administration & Rural Development (IMPARD),* is transferred and posted as *Commissioner/Secretary to the Government, Tribal Affairs Department,* relieving *Ms. Avny Lavasa, IAS* of the additional charge.
*6. Ms. Avny Lavasa, IAS (AGMUT:2013), Secretary to the Government, Tourism Department,* holding additional charge of Administrative Secretary, Tribal Affairs Department, is divested of the additional charge of Tribal Affairs Department. She *shall hold the charge of the post of Administrative Secretary, Revenue Department,* in addition to her own duties, till further orders.
