JAMMU :
The Jammu and Kashmir Government on Thursday ordered an in-depth inquiry into the alleged misconduct by IAS officer Kumar Rajeev Ranjan with a woman JKAS officer, which was reported in print and electronic media.

As per Government Order No. 1654-JK(GAD) of 2026 Dated: 16.10.2026, issued by the General Administration Department (All India Services Section), Civil Secretariat J&K, sanction has been accorded to the appointment of Ms. Mandeep Kaur, IAS (AGMUT: 2004), Commissioner/Secretary to the Government, Housing and Urban Development Department, as Inquiry Officer.

She will conduct an in-depth inquiry into the matter of alleged misconduct by Mr. Kumar Rajeev Ranjan, IAS (AGMUT: 2010), Administrative Secretary, Labour & Employment Department, with Ms. Beenish Wani, JKAS, Assistant Director, Employment, Ganderbal.

The order, issued by Commissioner/Secretary to the Government GAD M. Raju IAS, states that the Inquiry Officer shall submit her report within a period of 15 days from the date of issuance of the order.

Shri Amit Vermani, JKAS, Additional Secretary to the Government, General Administration Department shall be the Presenting Officer in the matter.

The order has been issued by order of the Government of Jammu & Kashmir.

Copy of the order has been marked to Additional Secretary, UT Division, Ministry of Home Affairs, Government of India, New Delhi, Additional Secretary (JKL), MHA, Commissioner/Secretary H&UDD, Principal Secretary to the Hon’ble Lieutenant Governor, Administrative Secretary Labour & Employment Department, and others.

It is pertinent to mention that a purported video of an online departmental review meeting held at Civil Secretariat Srinagar on October 14 had gone viral, in which the Administrative Secretary was allegedly seen using abusive language and threatening the woman JKAS officer who had joined virtually despite being on leave due to a fracture.

The incident had triggered widespread outrage, with Chief Minister Omar Abdullah taking up the matter with the Chief Secretary and the JKAS fraternity demanding impartial inquiry and action.
