Chairman GDCT demands representation of ST’s in newly constituted Commission

Abdul Hamid today demanded representation of ST’s in newly
constituted Commission for Socially, Educationally and
Backward Classes.
Government of Jammu & Kashmir has recently
constituted a Commission vide Government Order Number
2230 – JK (LD) of 2020; dated 19.03.2020 named as “J&K
Socially and Educationally Backward classes
Commission” for examining the issues relating to Socially and
Educationally Backward classes including Scheduled Castes
and Scheduled Tribes in the Union Territory of Jammu and
Kashmir.

The members in the Commission are Shri. Justice (Retired) G.D. Sharma as
Chairperson, Shri. Rup Lal Bharti IFS (Rertired) as member and Shri. Munir Ahmed Khan,
IPS as member, but no representation from a large section (Gujjar and Bakarwals) of the
UT which is already declared as ST.
As the terms and reference of the commission include examining the Constitution
(Jammu and Kashmir) Scheduled Castes order, 1956 and the Constitution (Jammu and
Kashmir) Schedule Tribes Orders, 1989 vis-a-vis inclusion, exclusion or modification of
the Castes and Tribes in the aforementioned orders for their application to the Union
Territory of Jammu & Kashmir.
Hamid surprised that the said Commission has no representative from the
Scheduled Tribe Community of the Union Territory and demanded to include a
representative of the ST Category as the member of the Commission for examining and
pleading the issues of STs in a potential manner.
Hamid urged upon the Hon’ble LG G.C. Murmu to look into the matter and include
a representative of ST community as the member of the Commission and also appealed
to consider the memorandum submitted by the S.T. Community through Shri. Abdul
Ghani Kohli for the necessary action at the earliest.
